2011 Budget Amendments
Delegate Cox submitted the budget amendments listed below to support key programs. He submitted off setting amendments to fund these programs thereby eliminating budget growth.
Budget Item 413 #1c – Provides funding for four veterans claims officers and three support staff positions, as well as related office expenses for those positions, an increase of 15%.
Budget Item 408 #2h – Compensates State Police Officers for working overtime between 40 and 43 hours in any seven-day period in lieu of Comp-time. The benefits are significant – the equivalent of 82 new Trooper positions, fully trained, immediately available for duty at a fraction of the cost of creating new positions which are not available and productive for up to 3 years.
Budget Item 4-0.01 #1h - Prohibits state funding of embryonic stem cell research itself, but permits entities that conduct such research (without using state money) to receive state funding.
Budget Item 297 #6h - Funds $12.4M for 350 additional home and community based waiver slots for individuals on the Intellectual Disability (ID) Waiver waiting list.
Budget Item 227 #1h - Provides $399,992 to support fee-based museum programming, web-based education, tourism, and facility maintenance at the Jamestown-Yorktown Museums.
Budget Item C-10.40 #1h Authorizes Richard Bland College to lease Ernst Hall from the Southside Medical Center for educational purposes.
Budget Item 198 #2h - Restores $54,401 over two years to the VCU Council on Economic Education to teach young people financial responsibility.
Budget Item 448 #1c – Authorizes up to $325,000 to be used to develop rail access to Fort A.P. Hill to allow for train operations to move troops between Fort Lee and Fort A.P. Hill.
Budget Item C-80.30 #1c – Provides $3.3M (the state share) for a 40-bed expansion of the Sitter & Barfoot Veterans Care Center. The original authority for this expansion came from Delegate Cox’s 2005 Budget Amendment.
Budget Item 120 #4h – Restores $15,000 for advertising through the Outdoor Advertising Association.
Budget Item 305-3C – Mental Health – Includes $30M proposed by Governor McDonnell for the Behavioral Health & Developmental Services Trust Fund that will help transition individuals im Intellectual Disability Training Centers to appropriate community based settings.
